Philip Mitchell speaks with his partner on a phone outside his tent under an I-35 exit on July 22, 2019.
Staff photographer John Anderson explains the story behind his favorite shot of the year: “The City’s Austin’s efforts to deal with homelessness became a big story throughout the year and I spent a lot of time photographing homeless people living under the City’s underpasses. As a photographer, I struggle photographing those without homes. But Mitchell’s hope struck me and the late afternoon light seemed to emphasize that. We ran a different photo, which Mitchell smiled for, but this one stayed with me. The couple’s camp remained in the same spot throughout the fall.”
