Frustrated With Dog Owners

Dear Editor,
    My neighborhood is having a problem with the new shelter policies of just returning a dog to its owner as long as it's fixed and its rabies vaccines are current with no penalty to the owner. The owners are just taking them home and turning them loose to wander the streets again. I know of one dog that has been to the shelter five times now. It isn't safe for the dogs. Sometimes these are big dogs, which means the neighbors around them don't feel safe.
    I have trouble feeding colony cats because of two large dogs that keep hogging the food and chasing the cats away. Both dogs have been to the shelter at least twice, and as I said earlier, the owners just pick them up; since they aren't penalized, they get home and turn them loose again. I'm so frustrated I'm ready to pick them up and surrender them to Bastrop's or Kyle's shelters.
